Maurice Delbar - Biography
In 1997, he founded a temporary employment agency in Łódź, the third one in Poland outside Warsaw, called Connexio.
Meanwhile, the temporary employment market in Poland is growing rapidly, with a growing number of agencies, not always operating ethically. In 2002, Maurice Delbar, along with the heads of several other agencies, founded the Association of Temporary Employment Agencies (ZAPT). He served on the association's board for eight years. During this time, he participated in the work of the tripartite commission (comprising representatives of employers, temporary employment agencies, and employee unions) that developed the first draft of the Temporary Employment Act (which remains in force in its final version today).
In 2003, with the entry into force of the Temporary Employment Act, ZAPT joined the international Confederation of Temporary Employment Agencies (Confederation des Entreprises de Travail Temporaire, in short: CIETT), and Maurice Delbar represents ZAPT both in CIETT and in EuroCIETT (a structure of the same confederation, but covering only European countries).
That same year, the agency founded by Maurice Delbar was acquired by the international investment group SOLVUS, and the Connexio brand was replaced by Crey's. Maurice Delbar assumed the role of CEO.
In 2006, Maurice Delbar was elected to the EuroCIETT Board and served in this position for two consecutive terms until 2010.
In 2007, SOLVUS was taken over by the international group USG People – Maurice Delbar continued his work as General Director of the Start People Polska agency.
A year later, together with other members of the EuroCIETT board, he is a signatory to the European Directive on Temporary Agency Work, the result of many years of negotiations (in which he actively participates) with the Union Europa Trade Union.
Maurice Delbar is retiring as General Manager at Start People Polska after Randstad acquired a large stake in USG People in 2011. At that time, the agency had 35 branches, employed 180 people, and provided temporary staffing services to 350 clients in Poland each month.
In 2013, Maurice Delbar founded MD SOS – a brand based on his extensive experience coordinating complex temporary work and employee outsourcing projects, encompassing factors such as collaboration with multiple APTs, multiple locations, and a large number of temporary workers. The company's goal is to support collaboration between entities using temporary work and temporary employment agencies by optimizing their organization and continuously improving project profitability.
